Client Rights and Complaint Information

Our practice complies with the requirements of Texas Behavioral Health Executive Council (BHEC) Section 181.105, effective September 1, 2025, regarding client notice of professional oversight and complaint procedures.

All licensed behavioral health professionals in Texas are regulated by the Texas Behavioral Health Executive Council (BHEC). The Council is responsible for investigating and prosecuting professional misconduct committed by licensed behavioral health professionals.

Filing a Complaint

The Texas Behavioral Health Executive Council investigates and prosecutes professional misconduct committed by:

  • Marriage and Family Therapists

  • Professional Counselors

  • Counselors

  • Psychological Associates

  • Social Workers

  • Licensed Specialists in School Psychology

Not every complaint against or dispute with a licensee involves professional misconduct. However, the Executive Council will provide information about how to file a complaint.

Requesting Client Records

Clients have the right to request access to their records in accordance with applicable state and federal law, including the Health Insurance Portability and Accountability Act (HIPAA) and Texas law.

Requests for records must be submitted in writing. Information regarding:

  • the process for requesting records,

  • applicable response timeframes,

  • allowable fees (if any), and

  • circumstances under which access may be limited or denied

is outlined in our Notice of Privacy Practices and Informed Consent documents.

Clients may contact our office directly with questions regarding access to their records or to obtain instructions for submitting a written request.

Acknowledgment of Notice

This notice is provided in accordance with BHEC statutory requirements and reflects the Statutory Notice of Clients included in our informed consent materials. Clients are encouraged to review this information carefully and retain it for their records.

This notice is adopted pursuant to Texas law and reflects requirements effective September 1, 2025.
